A geographic boundary of Public Work's districts, which are used in allocating operational resources. Each district is managed by a District Director. Each district is divided into 3-4 management areas, and each management area is divided into 2-7 operational zones.

Zones are designed such that each road is assigned to a nearby facility ('base') for service. Facilities usually central within their zone to maximize efficiency.
